The assessment focused on the technology industry's links to sectors that are critical to security of supply. We examined how the technology industry connects with other critical sectors and which products, services and vulnerabilities are most important for Finland's security of supply. Interdependencies were at the heart of the work. When the functioning of one sector is disrupted, the effects can spread surprisingly far.

Ensuring a sufficient number of qualified maritime professionals is a key part of Finland's security of supply. In a study carried out for the Water Transport Pool of National Emergency Supply Organisation, we assessed the availability of Finnish maritime professionals and how competence needs are expected to develop by 2040. The study highlighted a critical challenge for maritime security of supply: there is already a shortage of experienced professionals, and retirements are expected to widen the gap in the coming years. In disruption situations, Finland cannot rely with certainty on the availability of foreign labour. Strong domestic expertise and determined action to improve the attractiveness of the sector are therefore essential for Finland’s security of supply.

Food services must continue to operate even when everyday conditions are disrupted. The study provided a clear picture of the current state of preparedness in food services and, above all, where shared solutions are needed. The results gave the Food Services Pool a clear direction for further development: more consistent guidance, closer cooperation and stronger networks. The goal is to ensure continuity of food services even during serious disruptions in society. We also carried out a follow-up study to assess how preparedness in the sector had developed over time.

Commissioned by: The National Emergency Supply Organisation's Financial Administration Pool

At the beginning of the Financial Administration Pool's work, there was no shared picture of the sector's preparedness. In this study, we mapped the current state of preparedness and continuity management and identified key areas for development. The results showed that the level of preparedness clearly increases with company size, but even the largest companies had room for improvement. The Finnish Voluntary Rescue Service (Vapepa) wanted to take a fresh look at its network: what works well and where is there still room for improvement? The evaluation included the views of both members and stakeholders and identified ways to strengthen coordination and impact across the network. As a result, Vapepa received practical recommendations for building an even stronger and more effective network.

The Covid-19 pandemic tested every sector, making visible both the strengths and vulnerabilities of the system. In this study, we brought together the key lessons from the crisis for maritime transport. The project also identified how maritime capability and joint preparedness in the sector can be strengthened for future disruption situations.

The project updated four guides for the Finnish National Rescue Association (SPEK). Volunteers play an important role in the practical tasks of oil spill response, especially in extensive, long-lasting, or locally significant oil spills. The materials were originally produced as part of the project volunteers' participation in oil spill response in 2014–2015.

The Foodservice study examined the added value of bringing municipal food services and staff restaurants into the National Emergency Supply Organisation's pool activities. The project engaged a broad group of stakeholders and used qualitative analysis to produce concrete recommendations for further action.
